Growing the Capacity of M/WBE Affordable Housing Developers

Request for Qualifications (RFQ)

The New York City Department of Housing Preservation and Development (HPD) is inviting certified Minority- and Women-Owned Business Enterprise (M/WBE) sponsors to submit qualifications for the design and construction of high-quality, affordable housing development projects on public sites that will be available for disposition.

This RFQ seeks to promote participation among M/WBE sponsors in the development of affordable housing in neighborhoods throughout the city.  HPD believes that doing so will strengthen the affordable housing industry and further its mission of providing quality affordable housing for all New Yorkers.

HPD will assess responding applicants for pre-qualification to develop sites for affordable housing and will create a list of qualified sponsors. Qualified sponsors assigned to the list will then be eligible to compete for projects to be made available through a forthcoming request for proposals (RFP).

Interested parties that choose to download the RFQ must register using the link below.  Only those registered will receive any updates or additional communications regarding the RFQ.  The RFQ contains a detailed description of the eligibility requirements, selection process, development guidelines, and submission requirements.

A pre-submission conference will be held at 10:00 AM on January 21, 2015, 100 Gold Street, New York, New York 10038.  Every applicant wishing to submit qualifications in response to this RFQ is encouraged to attend, as this will be the only opportunity to ask questions and receive answers in person regarding this RFQ. If you are planning on attending the conference, RSVP at the email address below.  Please limit attendance to two individuals from each organization.  The first 65 individuals who RSVP will attend the conference at 10 AM.  If more than 65 people RSVP, there will be a second pre-submission conference at 12 PM.   Once you RSVP, HPD will notify you of the time.  People with disabilities requiring special accommodations to attend the pre-submission conference should contact Eunice Suh at the email address below.

In addition, HPD encourages all interested applicants who are not currently M/WBE certified to begin the certification process prior to responding to this RFQ. The Department of Small Business Services (SBS) has agreed to expedite M/WBE applications for sponsors responding to this RFQ.
