He has finally embraced the mantle of the shadow monarch, the level 4 of the shadow army. With expansion plans on the cards, nobody better fit to lead that off than Jin-Woo. After all, he is armed with Ashborn’s legacy and an unparalleled sense of necromantic abilities along with versatile fighters like Beru, Igris, and an uncrowned king, Bellion. Jin-Woo, S- ranked combat with excellent strategic skills, pushes out the narrative. Ultimately, it is his clashes with other monarchs and his protection of other individuals which cement him as the strongest character.

2. Antares (The Monarch of Destruction)

Antares is such a chaos-oriented character that he is considered one of the main antagonists of the series. Also, with a horde of dragons, Antares brings Ruin to the Monarchs’ side. He leads the so-called Monarchs, and he seems to be the closest one to Jin-Woo in terms of raw power. 4. Bellion (Commander of the Shadow Army) 

Bellion, the former right hand of Ashborn and now one of the most powerful shadows of Jin Woo, is relatively new to Season 2. He is a skilled fighter who has in his possession a unique weapon which is a sword-whip and a strong leadership quality. Many of Jin Woo’s shadows are formidable however Bellion’s powers seem to surpass them as Jin Woo’s other shadows include Beru which proves his worth in battle most times. 

5. The Beast Monarch 

One of the most treacherous and vicious antagonists encountered in season 2 is the Beast Monarch. While he does come across as cowardly and selfish, his animalistic nature and brutal strength make him hard to deal with. The Beast Monarch bears certain alliances with Jin Woo and other hunters, and even though his tactical attributes are questionable due to his alliance with the monarchs, he still knows how to fend for himself.

6. The Frost Monarch 

As the name suggests, the Frost Monarch possesses the ability to manipulate ice, making him one of the most dangerous monarchs in the series. Creating ice storms or utilizing weapons and beasts of ice, he is in total control of all aspects of his element. He is a security threat because of his quickness and intelligence since he frequently collaborated with the Beast Monarch to fight against Jin Woo and his team.

7. Thomas Andre (The Goliath) 

Being one of the strongest human Hunters and a National Rank powerhouse, Thomas Andre is the very definition of brute strength. His astonishing physical strength and durability make it possible for him to stand against several Monarchs, even if he is not at Jin-Woo’s level. Regardless, when the various Monarchs are fought, Thomas Andre is very important and becomes an essential part of the struggle for the survival of humankind.

8. Beru (The Ant King Turned Shadow) 

Among his numerous shadow soldiers, Beru remains one of his most loyal and most powerful ones. Based on Beru’s previous life as Ant King, his shadow appears to have further added to his strength and speed. A siege master on the battlefield who humorously serves his ‘god’ Jin-Woo turns out to be one of the more amusing and uh scary characters in the story. 

9. Sung Il-Hwan (Jin-Woo’s Father) 

In Season 2, something interesting happens when Jin-Woo’s father, who also goes by the name Sung Il-Hwan, somehow appears. For several years, he has been trapped in a dungeon, but now he’s free and is a super-powered being who can stand up to S-Rank Hunters. For those enemies that pose a real threat, it proves to be useful that he has such instinct and combat knowledge, making him a strong supporter of Jin-Woo while battling against the Monarchs.

10. The Monarch of Plagues (Querehsha) 

Last, but not least, The Monarch of Plagues makes it to the top 10 and is well known for her ability to inflict death and cause decay. Her forte lies in the fact that she can weaken and spread through entire armies or a multitude of them and for that reason has been considered a more tactical problem in the series. After important fights with Jin-Woo, her dominance tactically does offer some sight of relief but her presence and implications are enough to remind everyone of the overarching danger that looms over the Monarchs.
