Bobi Wine’s NUP Party Calls For Probe And Sanctions After Man Identified As Ex-Ugandan Officer’s Expose Of Torture Chambers

Washington, D.C. — October 1, 2026 (The following statement was issued by Uganda’s National Unity Platform’s US Team Leader. NUP is led by Robert Kyagulanyi, a.k.a. Bobi Wine, who is widely believed to have defeated Military Dictator of 40 years Gen. Yoweri Museveni in the January 2026 Presidential vote).

The National Unity Platform (NUP) Diaspora is calling for an urgent, independent, and international investigation following the explosive revelations by Lieutenant Herbert Matanda Mabonga, (shown above) who identifies himself as a former Ugandan military-intelligence officer and has come forward with secret detention, torture, enforced disappearances, and other grave abuses carried out within Uganda’s security apparatus.

The testimony and materials attributed to Lt. Matanda demand the immediate attention of the Ugandan people, the international community, and relevant accountability institutions.

For decades, Ugandans have reported a disturbing pattern of abductions, secret detention, torture, enforced disappearances, and political repression. Opposition supporters, activists, journalists, lawyers, academics, and government critics have repeatedly disappeared or been detained under circumstances that have raised serious human-rights concerns.

What makes the latest revelations particularly significant is the source. According to his public testimony, Lt. Matanda served within Uganda’s military-intelligence establishment and is presenting firsthand knowledge of secret detention facilities and the treatment of detainees inside them. He has also released recorded footage and other materials that he presents as documentary evidence.

Documents and records circulating publicly in connection with Lt. Matanda’s revelations reportedly contain names of individuals processed or held at a detention facility in the Abayita Ababiri area along the Entebbe Road.

The names cited include Rwangomani Amos, identified as a brother of Hon. Kahinda Otafiire; Sam Mugumya; Bob Njagi; Nicholas Oyoo; Raymond Asiku; Father Deusdedit Ssekabira; John Mary Ssebuwufu; Bright Muhumuza; Deputy President Lina Zedriga; Deputy President Jolly Jacklyn Tukamushaba; Fauzia Natabi; Gideon Tugume; Agathar Naziwa, also known as “Blue Tick”; Hon. Miria Matembe; Christopher Zale; Deputy President Muwanga Kivumbi; and others.

The United States, the European Union, the United Kingdom, Canada and other international partners have been financing Uganda’s brutal regime for 40 years and should review and terminate their security and bilateral relationships with Uganda in light of the ongoing crimes against humanity. 

The National Unity Platform Diaspora USA also recognizes the courage of Lt. Herbert Matanda Mabonga by coming forward. We commend the principle behind whistleblowing: that loyalty to a nation must never be confused with obedience to unlawful conduct. A soldier’s duty is ultimately to the Constitution and the people not to torture, disappearance or political repression.

We call upon Ugandans to resist the Museveni regime, remain vigilant, document abuses, support victims and families of the disappeared, and insist upon their constitutional rights. And we call upon the international community to understand the gravity of this moment and stop knowingly or unknowingly financing the oppression of the Ugandan people. 

The National Unity Platform Diaspora will continue to stand with victims of political repression, families of the disappeared, human-rights defenders, journalists, lawyers, whistleblowers and all Ugandans seeking a country in which no citizen is above the law.  Museveni, Muhoozi and those who execute their illegal orders must face the full extent of the law.
