Uganda: The Balaalo Question And Dictator Museveni’s Visions Of Genocide

Only last month, Dictator Museveni “ordered” nomadic pastoralists, often referred to as Balaalo, to leave northern Uganda if they cannot abide by the law.

“Those who have got cows in non-fenced areas must go immediately because this is recklessness. Why should you bring cows in an area where you have no control,” Dictator Museveni huffed and puffed.

At the time, Dictator Museveni spent an afternoon in Amuru district with leaders from the Acholi sub-region discussing the issue of the nomadic pastoralists.

“I directed the UPDF Division Commander, RPC and the Minister for Northern Uganda to ensure that anybody with cows in an unfenced area in the Acholi, Lango and West Nile sub-regions to leave immediately but in any case not later than 3 weeks from today,” he said.

He also ordered that anybody occupying government land (Aswa ranch, Lakang, land acquired for the Madvhani group, etc.) must leave with immediate effect but in any case not later than 3 weeks from that time, which is now.

His order was ignored.

The eviction order came five months after the Machiavellian Museveni issued Executive Order Number 3 of 2023, directing that the pastoralists vacate these areas for failing to operate in an orderly manner that would prevent their animals from destroying people’s crops.

However, as Dictator Museveni gives orders with no teeth, we have it from impeccable sources in State House that the Balaalo are deliberately being distributed around the country to ensure that if a genocide is planned against them, they will not be found in one place. Thusly being everywhere, it will be hard to harm them anywhere.

This follows a well-worn military tactic called Dispersal.

According to Wikipedia, “Dispersal is a military practice of dispersing or spreading out potentially vulnerable military assets, such as soldiersaircraft, ships, tanksweaponsvehicles, and similar equipment of an armynavy, or air force. Its primary objective is to minimise any potential effects of collateral damage, from incoming munitions such as artillerybombs and missiles. Dispersal increases the number of artillery rounds needed to neutralise or destroy a military unit in proportion to the dispersal of the said unit. If a division doubles the area it takes up, it will double the number of artillery rounds needed to do the same damage to it. As more targets are spread out or dispersed, more artillery and / or bombs are required to hit all the individual targets.”

As you can see, genocide against Rwandans, this who the Balalo are, is thus made much more difficult.

To carry out this dispersal, it was necessary to impoverish the people of the North and elsewhere in Uganda in order that they sell their land for a pittance. In Acholi, for instance, land now goes for as little as 5 million Ugandan shillings!!

Dictator Museveni, being a Rwandan, has given State House scholarships to Rwandans. He is not favoring Bahima or other western Ugandans with these scholarships; he favors his own kith and kin: Rwandans.

He supports these foreigners because he is one himself.

Where former Ugandan president Milton Obote had a national outlook by using scholarships to help Ugandans of every region, Dictator Museveni is favoring his fellow carpet baggers.

The record is clear.

Through state house academic scholarships and appointments Obote elevated Ruhakana Rugunda (a Mukiga), Tumusiime Muteblie (a Mukiga), Henry Kyemba (a Musoga), Olara Otunnu (an Acholi) and yes, even Dictator Museveni (a Rwandan).

The fact that they all turned against him is a testament to the shortcomings of human nature and not of Obote’s nationalist credentials.

For instance, was not even Jesus betrayed by his trusted disciple Peter?

Jesus said, “I tell you, Peter, before the rooster crows today, you will deny three times that you know me.”

You may say that Dictator Museveni also appoints people with a national outlook.

However, that has been proven to be mere tokenism and Machiavellian manipulation.

In the book, The Struggle for Freedom and Democracy Betrayed, Miria Matembe revealed that in one of their Ankole caucus meeting when she was still part of National Resistance Movement,

Museveni said: “This Kazibwe, you think she is a Vice President? How? What can she do? By appointing her, I kill many birds with one stone; the Basoga love me and think I’m good because I have appointed one of their own as Vice President; the Catholics support me because I’ve appointed a Catholic as VP; the women, like Matembe here, are appeased and think I have done wonders. But surely, what can Dr Specioza Kazibwe do?”

Instead of Dictator Museveni attempting to stave off what he believes will be genocide against the Balalo by arming them and dispersing them across the country, he should just foster patriotism instead.

One way of doing this is by putting Ugandans first. We do not want revenge, we want restitution. That is why Dictator Museveni and his sponge of a family must leave power.
